In 2015, the Cities Association of Santa Clara County created a RHNA Subregion Taskforce with the hypothesis that regional collaboration around housing would benefit the region. In 2019, the Taskforce was ready to propose how the RHNA subregion would work for Santa Clara County and cities, state housing legislation and laws rapidly changed increasing pressure on local governments.  The Task Force realized that forming a subregion as envisioned was not financially feasible and the timeline unrealistic.

The Cities Association embraced the goals of working as a region and formed a planning collaborative to further positive outcomes to the housing and homelessness challenges faced in Santa Clara County.  On October 10, 2019, the Cities Association Board of Directors approved the formation of a Planning Collaborative.

In March 2020, the Cities Association contracted with Baird + Driskell Community Planning to lead the effort.
